Spotlight on offsets in the defence sector: a groundbreaking report

Transparency International UK’s Defence Against Corruption programme (DAC) has launched a groundbreaking report: Addressing the Risks of Corruption and Raising Transparency, on the practice of incorporating offset arrangements in defence sector contracts. The report, the first of its kind, explores the issue of offsets and focuses on practical, preventive anti-corruption measures to increase their transparency and reduce the scope for abuse. Mohammad Yasin Osami addresses 4th integrity training course in Kabul, Afghanistan
Mohammad Yasin Osami, Head of Afghan Office of Oversight, addressed the recent "Building Integrity" training course for senior Afghan defence officials in Kabul, Afghanistan. 30 participants of colonel and above from the Afghan ministries of Defence and the Interior attended the 4-day course which was held at the end of July 2010. The course addressed a spectrum of issues ranging from personal conduct, organised crime, procurement, operational aspects and change management. Specialist speakers included senior officers from both ministries and the UK Serious Organised Crime agency. The course was delivered by Transparency International, the United Kingdom Defence Academy, the Geneva Centre for Security Policy, and the Peace Support Operations Training Centre Sarajevo.
